The Maryland State Department of Education invested $12.2 million through the Maryland Works grant to expand youth apprenticeship opportunities across the state. This highly competitive 17-month grant empowered local education agencies (LEAs) and intermediaries to apply for funding aimed at strengthening Maryland’s industry-aligned apprenticeship infrastructure.

Through this opportunity, grantees focused on two key strategies to scale apprenticeship efforts:

  1. Designing and developing an infrastructure to expand the quality and proliferation of apprenticeship programs.
  2. Launching an innovative apprenticeship intermediary for LEAs and industry at regional and statewide levels.

From this investment, the Maryland State Department of Education is publishing the actions, outcomes, and financial strategies that led to the grant’s success. The purpose of these playbooks is to: 

  • Spark a national conversation about proven strategies for scaling apprenticeship systems.
  • Inspire other state leaders to consider policies and approaches that strengthen talent pipelines.
  • Inform policymakers about the funding structures and partnerships needed to sustain apprenticeship growth.
  • Encourage local implementers to think creatively about how they can design, support, and resource future career-connected learning opportunities.
